Purpose

This Senior Program Compliance Officer will support the CWS post-award management process and the deliverables described in CWS’ awards, as well as all its subaward agreements. The position will support the field monitoring of affiliates and local offices for US-implemented programs and contribute to the identification of criticalities and the implementation of corrective measures.  The officer will support employee development activities including but not limited to employee training, affiliate organization’s orientation, analysis of compliance-related activities, tools and procedures.

 

The position will report to the Director of Program Compliance. The position will regularly interact with the Business Development unit and the Finance Department on topics pertaining to sub-grant management, finance and operations.

Responsibilities

  • Responsible for post award management cycle oversight including tasks management and subaward deliverables.
  • Ensure compliance with donor organizations regulations and requirements for award management.
  • Conduct post award management meetings and orientations as required.
  • Developing and providing employee training on compliance policies, practices, and reporting systems as needed.
  • Identify, investigate, and report compliance issues, irregularities, and violations.
  • Track and respond to complaints as required.
  • Track deliverables, milestones and key performance indicators (KPIs).
  • Establish and maintain essential records and files related to grants and contracts as well as additional records of compliance activities as required.
  • Review and analyze financial documents to identify any inaccuracies or discrepancies from legislation and regulations.
  • Investigate complex business cases to minimize risk.
  • Ensure confidentiality of client, staff and organization information as required by CWS policy and required regulations.
  • Other duties as assigned.

 

Qualifications

Experience:

  • A minimum of 6 years of work experience in the non-profit sector doing similar work.
  • A minimum of 4 years of work experience in compliance matters (regulatory, programmatic, financial).
  • Experience in forensic accounting.
  • Experience with USG Uniform Guidance / Code of Federal Regulations.

Preferred

  • Experience with US resettlement programs
  • Experience with subgrant management and monitoring
  • Experience in conducting investigations and audits
  • Knowledge of USG-funded programs and rules and regulations
  • Subgrant management experience
  • Experience with post-award grant administration and monitoring compliance.
  • Experience monitoring and reconciling balances to ensure allowability, applicability, and prevention of over-expenditure.

Education:

  • Bachelor’s degree in a related field required.
  • Advanced degree in a related field preferred.
  • Administration certifications, such as Certified Grant's Management Specialist (CGMS) or similar, preferred
  • Certified Fraud Examiner or similar, preferred.
  • Compliance certification from a recognized industry professional association with a focus on regulatory compliance, auditing, monitoring, etc, is a plus.

  • Strong investigative and analytical skills.
  • Excellent numeracy and data analysis skills, with an ability to spot inaccuracies.
  • Superior attention to detail when reviewing grant and contract documents.
  • Thorough knowledge of Generally Accepted Accounting Principles (GAAP)
  • Bilingual, fluency in Spanish is an additional asset
  • Ability to comprehend, interpret, and apply grant and contract laws, guidelines, regulations, ordinances, and policies as well as the ability to explain research administration and grant compliance to others.
  • Ability to work independently and be part of a team environment while developing highly effective and valued professional relationships with peers, colleagues, and cross-functional teams and to conduct oneself in an ethical manner.
  • Desire to genuinely help people and provide solutions.
  • Ability to use computers and computer systems (including hardware and software) to support, configure, run reports, enter data, or process information.
  • Strong organizational and priority-setting skills are needed to provide timely and efficient inputs.
  • Strong oral and written communication skills.

 

Physical/Cognitive Requirements:

  • Employee must be able to sit or stand for prolonged periods of time.
  • This role routinely uses standard office equipment.

  • Ability to travel to locations within the United States as needed.
