The Municipality of Chatham-Kent has an opening for a temporary full-time Safety Compliance Officer in the Human Resources and Organizational Development division. This temporary opportunity is for a period up to January 2027.
Job description
The Safety Compliance Officer ensures overall compliance regarding the Workplace Safety and Insurance Act, the Occupational Health & Safety Act, as well as Municipal policies and procedures. The Safety Compliance Officer is part of the Health, Safety, and Wellness team, ensuring that prevention strategies are ongoing for the overall reduction of occupational injuries and illnesses.
Essential responsibilities
- Demonstrate Chatham-Kent’s core values and competencies
- Participate in the accident investigation process and ensure that corrective actions are documented and implemented; provide coaching to supervisors regarding the investigation process as necessary
- Develop and implement position specific hazard assessments
- Conduct and document safety audits, including unannounced site visits and job observations, and follow-up as necessary
- Develop physical demands and cognitive demands analyses, as required
- Assist with Ministry of Labour, Immigration, Training, and Skills Development (MLITSD) matters, including site visits as necessary
- Support the development and subsequent updating of safety policies and procedures
- Assist in the development of written emergency procedures
- Conduct ergonomic assessments
- Develop and manage non-occupational return to work plans, as required
- Attend safety committee meetings, as required
Essential qualifications
- College diploma or university degree (preferably in health and safety), with four (4) to six (6) years of related experience
- Experience working in a health and safety position, preferably in a municipal environment
- Experience overseeing the accident investigation process, including responding to medical aid/lost time, fact finding, writing accident investigation report, reporting to MLITSD
- Experience developing and implementing hazard assessments, including identifying training needs, due diligence, control measures
- Experience conducting and documenting safety audits
- Experience developing physical demands and cognitive demands analyses
- Experience with developing emergency procedures
- Working knowledge and solid understanding of the Ontario Occupational Health and Safety Act and its regulations, the Workplace Safety and Insurance Act, including WSIB’s programs and policies, MLITSD, and other applicable legislation
- Experience delivering training
- Ability to resolve conflict
- Ability to communicate moderately complex information clearly and effectively, with diplomacy and sensitivity by customizing the message to internal and external customers
- Strong written and verbal communication, time management, prioritization, and independent problem-solving skills
- Strong computer skills, specifically Microsoft Office (Word, Excel, PowerPoint, Outlook) (or similar software program)
Other qualifications
- Experience working within a multi-unionized environment would be an asset
Certifications, memberships, licenses
- Canadian Registered Safety Professional (CRSP) certification preferred
- Certified Human Resources Professional (CHRP) or Certified Human Resources Leader (CHRL) certification preferred
- OMHSRA membership an asset
Work environment/hours of work
- This position works both indoors and outdoors
- This position works weekday hours, with occasional evening hours, and on call on weekends
Driver’s licence/vehicle requirements
Because this position would be required to travel, a valid Province of Ontario driver's license with a reliable motor vehicle is necessary.

- Walking: frequent walking on level surface (days spent out in the field will require frequent walking for touring facilities and job sites; terrain will vary in condition from even to uneven to rough walking surfaces; during office days, walking will vary based on trips to the printer and archiving materials)
- Sitting: frequent sitting in vehicle seat; sitting in a chair (driving to worksites will be in a seated position; computer work will require sitting; has flexibility to change position during office time)
- Reaching: frequent handling (reaching required for accessing tools, materials, making adjustments to equipment, faxing, processing mail; handling files and equipment (i.e. lap top, PowerPoint projectors, brief case, etc.)
- Lifting: frequent carrying (up to 22.73 kgs or 50 lbs) (Lifting required for record keeping purposes in form of bankers boxes and for shredding; files of various sizes; lap top, Personal Protective Equipment, clip board; pushing/pulling doors, other items (i.e. hatch carts, med carts); these types of physical requirements may be engaged during site visits, job observations and during accident investigations; some physical activities are not always predictable on a daily basis)
- Hands: frequent fine finger dexterity (movement), gripping, mousing (keyboarding, texting, utilizing cell phone; driving, writing, completion of forms, utilization of equipment - scanning, faxing, copying, file maintenance, internet research)
Benefits
This temporary full-time position has an hourly wage of $39.865 to $45.063* and will receive 15% in lieu of benefits (which includes group benefits, statutory & non-statutory holidays, and non-enrolment in OMERS) and 4% vacation pay. Where a permanent employee is receiving benefits and is the successful candidate for a temporary vacancy, benefits will remain as per the policy manual.
*Compensation Under Review: The Municipality of Chatham-Kent is currently undergoing a complete job-evaluation of all non-union positions. The results of this process may impact the posted wage range.
