About the Role
Blue Cross Life is growing — and we’re looking for a legal and compliance leader who’s ready to grow with us. As General Counsel and Chief Compliance Officer, you’ll be at the heart of our transformation, helping to shape the legal and regulatory foundation of a national insurer poised for expansion.
Reporting directly to the President & CEO, you’ll oversee all legal affairs of the organization and provide independent oversight of compliance with laws and regulations across the enterprise. You’ll identify legal risks tied to new business opportunities, monitor legislative and regulatory developments, and ensure we operate within a sound legal framework while enabling innovation and growth.
In this multifaceted role, you’ll also serve as Chief Privacy Officer, Chief Anti-Money Laundering Officer, and Chief Complaints Officer, leading the design and oversight of related programs. You’ll advise the Senior Management Team, Board of Directors, and departments across the business, while guiding strategic initiatives, major projects, and complex contract negotiations. Staying ahead of privacy governance, legislative trends, and best practices will be key to your success.
What You’ll Do
Lead and manage all aspects of the company’s legal affairs, including litigation, regulatory matters, and enterprise-wide compliance.
Provide legal and impact analysis on legislative and regulatory changes to support risk management and business planning.
Manage a small, high-performing compliance team and collaborate closely with the risk function to ensure alignment on governance and oversight.
Negotiate, draft, and review a wide range of contracts, including IT procurement, outsourcing agreements, service contracts, strategic partnerships, and shareholder agreements.
Collaborate with senior leaders on data protection, information security, and the legal implications of artificial intelligence.
Represent Blue Cross Life in negotiations, industry committees, and regulatory discussions.
Liaise with OSFI on intricate regulatory issues, ensuring compliance with evolving federal guidelines and maintaining strong relationships with key regulators.
Play a central role in M&A activity, from strategic planning and due diligence to integration.
Provide strategic legal guidance across the organization and contribute to the development of legal and compliance policies and procedures.
Qualifications
Law degree (LLB or JD) and active membership in good standing with a Canadian bar.
Minimum of 10 years’ experience practicing law in insurance, financial services, or another highly regulated field.
Deep knowledge of OSFI regulations, privacy law, and compliance frameworks.
Proven experience in mergers & acquisitions and managing complex, high-value contracts.
Strong business acumen and the ability to provide strategic, solution-oriented legal advice.
Demonstrated ability to be innovative, adaptable, and receptive to change in a dynamic environment.
Exceptional communication, leadership, and interpersonal skills.
