About Us: The Housing Authority of the City of Austin (HACA) is looking for a motivated candidate to join a team that provides affordable housing and services to families and individuals needing stable housing. The qualified candidate will coordinate service through the Housing Choice Voucher and other rental assistance programs. The Compliance Manager - Intake will support managing the federal rental assistance program. HACA has led affordable housing in the City of Austin for over 85 years. In partnership with the U.S. Department of Housing and Urban Development, local government entities, and numerous non-profit agencies, HACA provides access to safe, stable housing to over 20,000 individuals.

What you will do in this position:

  • Trains housing professionals on practices, policies, and procedures used in the Housing Choice Voucher (HCV) program and other related programs in compliance with the U.S. Department of Housing and Urban Development (HUD) regulations and state and local policies.
  • Monitors and responds to questions and concerns from Housing Choice Voucher participants, property owners, housing eligibility specialists, and compliance specialists. This includes educating relevant parties on program policies and procedures, mediating and resolving situations, and providing written responses when appropriate.
  • Develops, drafts, revises, and implements policies/procedures relevant to the Housing Choice Voucher program or other related programs to ensure compliance with HUD or program requirements.
  • Keeps abreast of HUD notices related to the HCV program and makes information available to employees and program participants.
  • Supervises housing professionals on their day-to-day work, complete performance evaluations, and assists with interviewing applicants and providing recommendations for new hires.
  • Monitors compliance with housing choice voucher program requirements.
  • Attends training courses to ensure adherence to current program requirements and timely implementation of any changes and new requirements.

More about this position:

Qualified candidates must possess:

  • Bachelor's degree in social science or business from a four-year college or university OR
  • Four years related experience and training; OR
  • Equivalent combination of education and experience.

Preferred candidates will also possess the following skills and abilities:

  • Ability to provide compassionate and professional customer service to clientele of diverse backgrounds, including people with disabilities and people experiencing homelessness
  • Strong computer skills (Google Suite, Microsoft Office Suite, Adobe Acrobat, DocuSign, Emphasys ELITE, and Laserfiche)
  • Excellent oral and written communication skills
  • Ability to establish, cultivate, and maintain effective working relationships with external partners, clients, and coworkers
  • Knowledge of HUD programs, regulatory compliance, the affordable housing industry, the Austin/Travis County Homelessness Response System, and the Homeless Management Information System (HMIS).
  • Section 8 Project-based Voucher Certification, Housing Choice Voucher Rent Calculation Certification, or HCV Rent Calculation Certification.
  • Spanish language proficiency

Schedule:

  • 8-hour shift, predictable schedule
  • A hybrid work schedule is available
  • Monday - Friday, 8:00 - 5:00
