Mid-Willamette Valley Community Action Agency is looking for an Training and Compliance Manager. The person in this position plays an integral role in ending homelessness within Marion and Polk Counties as they oversee the CRP and HYS Shelter programs' training, data collection and analysis, reporting, and grant compliance. This position is responsible for the implementation of department policies including relevant staff training.
MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION and/or EXPERIENCE
- Bachelor's degree in Business, Organizational Management/Leadership, Data Science/Analytics or a related field.
- Two years of leadership experience.
CERTIFICATES, LICENSES, REGISTRATIONS
- Driver qualifications are required for this position. Valid driver license, insured vehicle available for use on the job, and a satisfactory drive record for the previous three years are required.

- Basic Life Support/First Aid Certification is required within first 30 days of hire.

KNOWLEDGE, SKILLS, AND ABILITIES
- Experience with homeless service delivery and/or shelter operations is required.
- Demonstrated advanced proficiencies in Microsoft Office (including Outlook), videoconferencing platforms, and web tools.
- Ability to analyze, visualize, and present large data sets from various reporting platforms.
- Effective interpersonal communication skills, in both written and oral form.
- Demonstrates tact, diplomacy and empathy when communicating formally and informally with clients, staff and program partners.
- Ability to read, analyze, and interpret technical manuals, financial reports, and legal documents. Ability to write and present technical documents.
***ESSENTIAL DUTIES AND RESPONSIBILITIES This job description is not intended to be all-inclusive. Employee will also perform other reasonably related business duties as assigned by immediate supervisor and other management as required.
- Monitors staff training and education records to ensure the program requirements for training are completed each year and provides documentation for staff files.
- Reviews training requests and assists staff in registering for conferences, or other outside training opportunities.
- Offers recommendations to the Program Director regarding policies and/or required trainings necessary to improve program performances and develops initiatives as needed.
- Collaborates with HR to develop and provide Agency on-site and virtual training for supervisors and line staff as requested.
- Compiles and submits reports to agency board, grant funders, and others per program and grant requirements.
- Creates and implements a monitoring system that tracks the completion of all required reports.
- Informs directors of concerns, trends or gaps identified through data analysis.
- Annually coordinates policy and procedure updates and distribution.
- Provides data to Program Director for reporting to the Board of Directors and to be utilized in grant applications.

- Maintains calm disposition when clients or others may become escalated, applying crisis intervention and de-escalation techniques for all participants.
- Regulates emotions during interactions with escalated clients and staff.
- Regulates emotions and handles pressures of frequent demands for attention, time and work tasks.
WORK ENVIRONMENT
- Regularly works indoor and outdoor in cold weather, heat and other extreme climate events.
- Close quarters, often with a public client population experiencing homelessness, substance use disorders, and/or severe and persistent mental illness, and/or unpredictable behavior.
- Frequent interruptions and demands; frequent noise.
- Occasional remote work if approved by supervisor.
- Ability to work outside of normal business hours, including nights, weekends, and holidays.
