Job Summary
The Manager Rail Safety Compliance is responsible for promoting a proactive safety culture and ensuring compliance with Canadian Rail Operating Rules (CROR) across mainline and yard operations related to O&M. This role collaborates closely with Manager, Operating practices in Train Service Delivery and CAD Senior Manager Safety & Compliance to identify, develop and implement safety strategies, conduct audits, inspections and risk assessments, and lead post incident learning teams. The focus is on understanding human and organizational factors that shape safety outcomes, applying a systems approach to continuous improvement, and analyzing the conditions that impact frontline performance. Additionally, the position is instrumental in crisis intervention and communication, coordinating response efforts and debriefs to support affected employees. This role drives a culture of learning and resilience within the organization.
• Foster a proactive safety culture, ensuring compliance with Canadian Rail Operating Rules (CROR) across mainline and yard operations. Collaborate closely with the Train Service Delivery Department, particularly the Manager of Safety and Regulatory Compliance and CAD Senior Health & Safety Manager, to build a culture of learning, resilience, and continuous safety improvement.
• Conduct and lead comprehensive risk assessments in line with OOI’s Rail Safety Management System (RSMS), focusing on human and organizational factors affecting safety outcomes.
• Implement targeted risk reduction measures and continuously monitor and report on the effectiveness of these measures, providing timely updates on assessment outcomes.
• Support RM3 (Risk Management Model) activities and coordinate audits, ensuring alignment with regulatory standards and industry best practices.
• Identify and address areas for improvement in safety compliance related to CROR, OOI & Mx safety standards.
• Provide leadership and guidance for efficient rail compliance activities, such as E tests, dynamic tests and brake tests, ensuring adherence to OOI policies and procedures.
• Monitor and report key performance indicators (KPIs) to the Head of Health, Safety & Security, maintaining transparency on safety performance and compliance effectiveness.
• Collaborate in the development, implementation, and monitoring of a robust rail safety compliance program, working closely with operations to enhance safety performance and build resilience into OOI operations.
• Regularly assess program outcomes and report effectiveness, adjusting strategies as needed.
• Lead crisis intervention and response efforts, coordinating incident response planning, effective crisis communication, and thorough post-incident debriefing.
• Provide support to affected employees through a structured response that addresses immediate needs and offers ongoing support to promote recovery and resilience.
• Facilitate post-incident learning sessions, analyzing frontline conditions and root causes that impact safety, and integrating these insights into actionable strategies for future risk reduction.
• Drive continuous improvement using a systems-based approach, adapting risk and compliance strategies to meet evolving market trends and regulatory requirements.
• Work collaboratively with stakeholders on safety and compliance matters, ensuring seamless integration of safety initiatives and effective communication across departments.
• Lead and support risk and compliance projects, inspections, and audits, ensuring thorough preparation for Contracting Authority reviews and full compliance with regulatory requirements.
Physical Requirements
• Frequent use of a computer and other office equipment.
• Workstations arranged in an “open office” environment
• Ability to navigate around a site and wear necessary safety equipment, in a track environment.
• Travel may be required. This could involve the ability to drive or travel by other means, and potentially walking or standing for periods of time
• Must be able to perform light lifting and operate tools.
Education & Experience
• Bachelor’s degree in Occupational Health and Safety, Engineering, or related field (or equivalent experience)
• Minimum 5 years of experience in railway safety.
• Experience in crisis intervention and communication methods.
Required Skills
• Specialist domain knowledge of CSM-RA, CMREA and RM3.
• Strong knowledge of principles as well as legal regulations.
• Excellent verbal and written communication skills, with the ability to effectively convey complex information to diverse audiences.
• Strong teamwork and interpersonal skills, with a collaborative and positive approach, capable of fostering strong relationships with both internal and external stakeholders.
• Demonstrated ability to inspire and guide individuals or teams towards achieving goals, fostering a positive and productive work environment.
• Strong analytical and decision-making abilities, with a proven track record of analyzing situations, evaluating options, and implementing strategic solutions in a timely manner, even under high-pressure conditions.
• Proven ability to facilitate meetings or workshops effectively, ensuring productive outcomes and fostering collaboration among participants.
• Skilled in leading cross-functional teams to facilitate learning and solve problems.
• Proactive self-starter with the ability to independently plan tasks and drive execution to achieve goals efficiently.
• Perform effectively in a fast-paced, start-up environment – comfortable to act with uncertainty and able to quickly and effectively create new systems, policies and procedures with limited resources for quality and timely implementation.
• Proficient in MS Office (Outlook, Excel, Word, etc.).
Preferred Qualifications
• Certification as a Canadian Registered Safety Professional (CRSP), or similar, is preferred.
