POSITION PURPOSE
Reporting to the Program Manager, Housing Stability and Homelessness, is responsible for ensuring operator compliance with the Region’s Lodging House By-law, the Housing with Supports Standards of Care, Quality of Life Program, Emergency and Transitional Housing Operational Standards, Seasonal Shelter Program and other shelter programs; identifying issues and ensuring compliance with the Lodging House By-Law, agreements and standards through a program of licensing, inspection, monitoring, and enforcement.
MAJOR RESPONSIBILITIES
• Monitors and inspects Housing with Supports Homes and Emergency and Transitional Housing sites for compliance with either the Lodging House By-law and/or the Purchase of Service or Funding Agreements.
• Identifies areas of non-compliance to operators/service providers and consults with operators/service providers to determine an approved remedy or action to gain and maintain compliance.
• Enforces regulations under the Region’s Lodging House By-law, Housing with Supports, Emergency and Transitional Housing and Seasonal Shelter Agreements and directs operators/service providers to remedy non-compliance.
• Maintains an effective tracking system for non-compliance actions, license renewals and inspection frequencies, maintains updated databases as required with pertinent documented information, and processes annual licenses.
• Completes concise and accurate inspection statistics and reports.
• Assists with compiling statistical information related to licensing, contracts issued, amended and terminated.
• Responds to inquiries and resolves concerns, as appropriate, from the general public, operators/service providers, residents, hospitals, police, etc., in accordance with the Accessibility for Ontarians with Disabilities Act and Ontario Human Rights Code.
• Ensures that services provided meet Regional customer service standards.
• Performs other duties as assigned, in accordance with the Division, Branch and Department objectives.
• May occasionally be required to respond to emergency situations outside of normal business hours, as related to the Departmental Emergency Plan.
QUALIFICATIONS
• Successful completion of a Community College Diploma in Social Services, or related field, or approved equivalent combination of education and experience.
• Minimum three (3) years experience in a human service setting including by-law enforcement/licensing experience and additional experience in hostel program delivery or approved equivalent.
• Demonstrated experience in contract and case management.
• Demonstrated experience working with vulnerable populations, including people experiencing homelessness.
• Complete a Vulnerable Sector Screening.
• Demonstrated experience in compiling statistics, correspondence, contracts and report writing.
• Valid Ontario Class “G” driver’s licence and reliable vehicle for use on corporate business.
• Sound knowledge of related provincial and municipal legislation, regulations and policies
• Knowledge and demonstrated ability in corporate core competencies including customer focus, communication, collaboration and personal ownership.
• Computer literacy utilizing MS Office applications including word processing, spreadsheet, database and presentation software.
• Ability to identify areas for constructive change and communicate issues and potential solutions to management.
• Able to work outside regular business hours, as required.
